SEIPI Represents Philippines in ASEAN MOU to Advance Semiconductor Cooperation

Petaling Jaya, Malaysia -24 July 2025- The ASEAN Semiconductor Summit (ASEMIS) 2025 concluded with the ceremonial exchange of Memoranda of Understanding (MOUs) among key industry stakeholders, marking a significant step toward enhancing cross-border cooperation in Southeast Asia’s semiconductor and electronics ecosystem. The exchange was graced by the presence of Malaysian Prime Minister YAB Dato’ Seri Anwar Ibrahim, who delivered the keynote address, and Minister of Investment, Trade and Industry YB Senator Tengku Datuk Seri Utama Zafrul Abdul Aziz, underscoring strong political support for ASEAN-wide collaboration in the sector. Among the signatories was the Semiconductor and Electronics Industries in the Philippines Foundation, Inc. (SEIPI), represented by its President, Dr. Danilo C. Lachica.

 

The multilateral MOU, signed by leading semiconductor associations across ASEAN, reflects a shared commitment to talent development, research and development collaboration, policy alignment, and integrated supply chain advancement. This unified approach aims to strengthen the region’s competitive edge amid global uncertainties and rising demand for semiconductors.

Dr. Danilo C. Lachica, President of SEIPI and a key advocate for regional semiconductor integration, described the partnership as both strategic and timely, stating, “The ASEAN region must consolidate its semiconductor capabilities to build a resilient and competitive industry,” underscoring the urgency of regional unity in the face of shifting global dynamics.

 

The agreement affirms a mutual recognition that the future of the industry depends on collective action rather than siloed national efforts. Dr. Lachica emphasized that the initiative will not only enable knowledge exchange and capacity building, but also foster synergies in areas such as advanced packaging, IC design, and electronics manufacturing.

The Philippine Trade and Investment Center in Kuala Lumpur (PTIC-KL) and the Philippine Embassy in Malaysia expressed strong support for the regional initiative, reaffirming their commitment to advancing the Philippines’ role in ASEAN industrial cooperation. They remain actively engaged in promoting the country’s capabilities in high-value manufacturing and innovation, particularly in the semiconductor and electronics sector.

The MOU signing ceremony capped the summit with a strong message of regional solidarity. Through this strategic collaboration, ASEAN’s semiconductor leaders have reaffirmed their commitment to building an integrated, innovation-driven, and future-ready ecosystem capable of shaping the trajectory of the global semiconductor industry.
